I see on the Master Ship Chart that the KF5W is due to be released in e23 Romulan Pack #3, but in the meantime it can be found in Communique 65.
Well, guess what -- it's not there

Does anyone know where it is? I'd rather not have to click and scroll through every communique to find it

That is something of a mystery. it's on my hard drive marked C651 and on the Reference Ship Chart as C651, but there is another ship in that issue marked C651. No idea how it happened (maybe plans changed in mid-stream?), but it doesn't really matter much, as Romulan ePack #3 will be available in a few days.
