Rule states frigates and destroyers are limited to a range of 15 hexes as noted on the ship card. Does that mean that only ships stating on ship card the ship is limited to 15 hexes and under are limited to this range or does the lack of a statement on a frigate or destroyer ship card mean they can shoot to range 25 hexes? example f6 frignaut does not say limited to 15 hexes so can this ship shoot out to 25? Also HF5 heavy war destroyer nothing on ship card says limited to 15 hex can it shoot out to 25. My group playing large campaign and they believe it must say limited to 15 on ship card or the ship can shoot to 25 with disruptors.

Your group is correct. Unless the ship card specifically restricts the range of the ship's disruptors, the disruptors have a range of 25 hexes.
In general it is only the older, smaller ships that are restricted in the range of their disruptors. So, E4 and F5 in particular. Almost all of the "newer" ships, including those you listed, get the full 25 hex range.
