The shuttle is called an "admin shuttle," though, which I gather is an SFB term and may or may not be accurate applied to suicide shuttles.
Where are you seeing this? It should be just "Shuttle".

In SFC when you move the mouse over a shuttle it says Admin Shuttle.

SFC has absolutely nothing to do with FCOL.
The reason it's called an "Administraive Shuttle" is due to the multiple type of shuttles present in the SFB game. The standard shuttle, used for most administrative purposes (i.e., VIP transport, planetary landings, transfer of crew / supplies, etc.) is the same as the shuttle used in Fed Comm and by extension, Federation Commander On-Line.
In Star Fleet Battles, you will also find Heavy Assault Shuttles, Ground Assault Shuttles, Prospecting Shuttles, and others.

And congrats on your promotion to Lieutenant JG. I wrote there since there was a question over the term Admin shuttle, and I knew something else about it, which probably wasn't helpful.

If two opposing ships are scheduled to move at the same time (same turn mode and same speed), the movement orders are supposed to be written down and then revealed simultaneously.
Is there a way to do this in FCOL?

Sorry currently there is no way to record your movement secretly and reveal simultaneously.
