By my reading of the scenario, you become a Free Agent by "drawing" your own target marker - ie. getting it in the pre-scenario draw NOT by acquiring it in the game. So B would not become a Free Agent.
I would say that both B and C can claim to have destroyed A (damage is simultaneous, and both sets of damage were needed), so both get the B target marker. It's just that it is only any use to C.
