The Hydrans have to have some kind of capability like this. They have oxygen breathers as subjects of the Empire, and these subjects sometimes have their own ships. (It sounds like they even crew some Hydran naval ships!)
So, the Hydrans have had to deal with this since at least the time they returned from the Lost Colonies. (The first time.)
