Shield Breakers basically do as much damage over two turns as standard load photon torpedoes
But, unfortunately, only to shields. And the target has twice as many opportunities to reinforce against that damage as against photons. And they're only fireable at ranges where you're probably wanting to overload anyway.

Shield crackers are weak. Particle cannons would be great, on a ship that doesn't turn like a bathtub (or en masse in a fleet action). Phasers are the Selt primary weapon, IMO.

Given the number of races (i.e. nearly all of them) that want to get to close range anyway, I don't personally see this as much of an issue.

Shield Breakers can't be too powerful. They're a secondary weapon for the Seltorians, not the primary heavy weapon system (that's Particle Cannons, and an entirely different discussion can go on about those).

And yes, as you note, Seltorians have lots of nice phasers. They've got a phaser-1 suite for a reason, and any Seltorian player needs to take advantage of that if he or she is going to win.
