I just used the robot rules for baseline speed and acceleration. For the rest, I tried to be honest about what each side would know at any particular point.

It worked fine using this method for the Romulans, but if you we're to use it against the Romulans, you could end up in a situatiuon where a captain chooses a baseline speed of 8 whilst running from a Plasma Torp.

Having said that, the robot rules as they currently stand aren't designed for Roms or Plasmas anyway, so it's a little unfair of me to criticise them for that.
