Terry, look north of the Penzance Cartel... waaaay up in the NE corner of Federation Space. See that small, dark green blob next to the Star Cartel. That's the Schmaroah Cartel operating zone.

Hmmm... that one looks clear enough to determine what F&E hexes belong to which Cartel. Wonder what a modified F&E map might look like? Just think- Federation and Empire: Pirate Attack
