I am sorry I can't find the rule for Aegis in my reference rulebook, am I missing it or is it just in the Hydran Attack book

You then likely have Reference Rulebook v5. There is an updated Reference Rulebook v6. It is in that. Or in Hydran Attack.

If you do decide to change that rule so that you can have tractored objects and be the target of a tractor attempt without losing your tractors can you clarify whether the tractors holding objects will count towards anti-tracor power as it normally does.

Also would defensive tractors whilst under tractor still be able to do it for a single point of power, or would they at least have to beat the tractor on them in terms of energy expended?

Again, defensive tractors can always be done regardless of any other tractor status, assuming you have the available energy point and available unused tractor.

So, if your Fed CA is held in a tractor, and you have not used your tractors for anything else, you can use your tractors defensively to stop any impacted drones or suicide shuttles. Likewise, if your Klingon D7 has two impacted drones tractored, it could still use its remaining tractor to grab a ship without releasing the two drones.

I am asking about the offensive use. The rule (5D5c) is a bit confusing ...
