Just because people shoot at your ships it doesn't necessarily mean they don't like you!

Did anyone else find it funny how the Carronade is worded.
The Plasma Carronade is a special type of Plasma Bolt used only by the Gorn, Federation, and other Empires.
Clumsy wording, what in the world does other empires mean? Is it published somewhere.

It's a hold over from SFB, and I believe was also included to allow some leeway for future additions (such as the Orion Pirates, who didn't have their big FC product released until later on).

Yes. It's in the CRUL, which is found at:
http://tinyurl.com/dg7fxe
and it says:
"(4J4c) Only the Federation, Gorns, and Orions use this rule."
Hope this is helpful!

CRUL paragraph (4A4) says that for die roll modifiers caused by Orion stealth etc., when a result greater than '6' is obtained, there is a column shift, and, "For the plasma carronade, move one column to the
left (and anything “left of 1 is a miss)."
Just to clarify, is that a one-column-per-shift thing, like for Phasers and Fusions?
So, for example, would a roll of '6' on the '3' energy column, against a +2 shift, would give 3 damage [as a roll of '6' under the '1' energy column]?

Yes, I'd say it's one column per shift over six. So if you rolled an adjusted "8", you'd go to "6" and shift two columns.
