You are correct. I was misinterpreting the rule. In 4F2 it says
When a seeking weapon
is launched, it is placed in the same hex as the ship
or other unit which launched it with the target in its FA
arc and (in the case of plasma torpedoes) within the
tracking arc of the launcher)
I was reading that as the target had to be in the FA arc of the ship before I could fire, not that I turned the drone so that it is facing the target.
