There isnt a product Borders of Madness, the title refers to SFB items that are not in FC. They are found in CL or Comuniques, and are as SVC says a way to induce SFB players to play FC.

Borders of Madness will be a series of books containing B&W paper SSDs (not color, not laminated) along with assorted rules and perhaps even scenarios.
The first one or two books will be out in 2009.
We're not sure yet what will be in what book.
It's probable that scouts will be one of them.

I know that there's a notion that there are no optional rules for Federation Commander, but I prefer to see Borders of Madness as a big slate of optional rules to be permitted on condition of unanimity among players.
Sounds like a fun product!

I would hope the first BoM book would include scouts/special sensors, maulers, and carriers/fighters (though carriers, fighters, and escorts would make a very nice book all by themselves). Ground bases and FRDs would also be a plus for campaign play (unless those are slated for release in the "VBAM Briefing").

Assume, for the moment, that a BoM book is 96 pages. By the time you account for scenarios, ship descriptions, new rules, and so forth, that allows 60-72 ship card pages.
In FC now, we have Feds, Klingons, Romulans, Kzintis, Gorns,
Tholians, Orion, Hydrans, Lyrans, WYNs, and Seltorians.
(Did I miss anybody?)
That means about 6 or 6.5 ships per empire.
Scouts would need one or two ships per empire
Maulers would mean 0.5 per empire (since only three empire have them, two ships each).
Tugs, one per empire.
Carriers, one per empire.
Escorts, one or two per empire.
Fighter pages, 0.5 per empire.
Commando ships, one per empire.
That is adding up to about the right number.
A second book could add more escorts, carriers, and scouts and maybe more maulers.
Thoughts?

That looks like a well-rounded selection of ship categories - a little something for everyone, so to speak. I'll take two.
Should one assume that all included ship cards will be squadron scale, or will there be squadron and fleet scale cards for each ship printed on the same page?

Let me answer that question in the BOM1 topic.
