As far as I've been working on, the Omega Octant would have the same division between "vanilla" and
BoM units seen in the Alpha Octant (General War or Middle Years) or the M81 Galaxy.
So, a Trobrin heavy cruiser would work in the vanilla ruleset (once you include the specific rules needed to operate its weapons suite), but a Trobrin scout carrier would be
BoM material.
Like the Middle Years dsta from
Briefing #2, Omega (and other places, like the LMC) would constitute a different setting, but not so different as to wholly depend on going to the
Borders of Madness.

I'm happy to see fighters and PFs (and their carriers, tenders et.c) remain in BoM.
Available to those who want them, but not a necessary part of the standard game.
The dynamic of fighter ops may be very different in FC to that in SFB, especially if the DF drone rules are in use. Even so, with a dozen or more fighters on the board, the game may well come to be about them as much as the ships. While that may make for an interesting occasional game, I'd hate for it to start to rival the 'ship vs ship' tempo of FC.

I hope and assume that whatever makes it into BoM would be isolated within BoM.
Meaning, if/when a BoM expansion comes out, we would not then find "standard" Fed Com expansions that include scenarios that could only be played if you used BoM rules.
Was recently going through old SFB scenario books and Captain's Logs looking for Fed Com scenario ideas, and was struck by just how many of them use PFs/Fighter/Scouts.
