I'd either just give them a Phaser 1 (360) instead or use a "Direct Fire" Drone as I suggested.

You could also replace a Drone with the predominate heavy weapon on the ship (Example, If Photons are the main heavy weapon, you can replace Drones with Photons, if Disrupters, then disrupters.) The biggest issue I see is energy, so maybe half heavy weapons and half warp boxes.
