Is there a rule anywhere that says we have to use full points of power for ESG bursts? It's inferred in that we can use the ESG 'up to five times' per turn, but can we use, for example, half a power point to generate 2 damage points, say to finish off a damaged drone?

While not outright explicitly stated, the sum total of the rules is that points of energy must be used in whole integers. So, you may use 1, 2, 3, 4, or 5 points of energy; but you can't use .5 or 1.25 or any other factional energy total.
