Laying Web and the SOP

Another question has arisen regarding Webs. [Can anyone guess what's been played recetly?]
The last paragraph of (5M2a) sates that web is laid and reinforced during the Other Functions Phase of the Impulse, but that's as far it goes. It doesn't provide a more specific location in the SOP for this action to take place.
Currently, the Other Functions phase is:
Transporters
Tractors
Raise / Lower shields
Cloaking Device
Launch Seeking Weapons / Fighters
Land Shuttles / Fighters
Where should the Web stage go? In SFB, it's before the Trans / Trac step. Would the same hold true in Fed Comm?
