Rule 5X Degraded Crew

In Briefing #1, the degraded crew rules section 2, Plasma Torpedoes states that "when a plasma torpedo impacts, one is added to its impulse of impact (4J3b)."
Since degraded crew is supposed to be a disadvantage, I would assume that this applies to any plasma torpedoes launched by the degraded crew ship and not a plasma torpedo that impacts a ship with degraded crew (thus lowering the amount of damage scored).
It seems fairly obvious to me this way, but the wording is ambiguous. A small modification indicating that it is plasma torpedoes launched by the ship and not the other way around, might be in order.
