Special functions of web in nebulae

A question regarding the new Nebula rules. It states that webs don't function in nebulae, does this also apply to the snare function of web generators and the web fist function of web casters?
My intuition on snares is that the answer is "no", because in SFB the snare actually creates a small section of web. The web fist answer is less obvious.
