Speed 0 , same hex , High Energy Turn

I had an interesting situation in this past weekend's game. We finished a turn with my opponent direcly behind me , in the same hex, with my #4 shield completely down.
At the first impulse of the next turn we both chose speed 0. I pulled a HET and based on our interpretation of the rules, stayed in the same hex but this time with my #1 shield facing his ship. My damaged DD was still blown by his CA , but it was a much tougher nut to crack.
Was this manouver correct ? Did we misinterpret the HET rules ?
