Turn modes

I have a question on Turn Modes.
If a ship has a Speed of 0 does it have a turn mode?
and
If a ship uses Acel or Decel does this change a ships Turn mode any?

A ship with speed zero has a turn mode of 1.
Accel/Decel work towards completing the turn mode, but don't change it.

Piney is absolutely correct. All ships have a turn mode of 1 at Speed 0. This can be quite handy for large, lumbering ships that can afford to go slow for a turn, but need to change direction reasonably quickly.

ok, follow up question if you are going speed zero and use acceleration can you choose to move backwards? and if you can / do are yuo able on a different suppulse accelerate forward?

To reverse you have to come to a complete stop (start turn stopped or Emergency decel) or pay a braking cost (occur before energy allocation) and do speed 0 in reverse --
If you stop you can't accelerate ---
So you have to wait till next turn to move at all ---

Speed Zero still has a direction. By default that is forward.
As Bolo points out you can change direction if you want to go in reverse. But if you are going in reverse, you can't accelerate forward.
