In EY, ships are restricted to no directed targeting. Does this apply to Tholians, or are they using the Main Era rules?

The Tholians may use directed targetting.
EDIT: Changed my mind to this answer. I had originally written something different.

That's a really good question. So MJ, they may or may NOT use it? I can't tell based on your reply with the EDIT thingie.

Fixed the post.
I had originally said, "No," but then decided that was wrong. So, I completely rewrote my post to say, "Yes."
I have now re-edited the post to clearly explain what happened, but the answer is, "Yes, the Tholians may use directed targetting."

If you change your mind to the answer to the question, doesn't that mean there is no "Official," ruling at all. I always assumed these things were taken from the rules.

Unless they forgot how to use directed targeting on their way from the M81 Galaxy, they should be able to use it in the Milky Way.
(Also, if the Jindarians ever make it to FC, they should be able to use directed targeting in the Y-era, too.)

Depends on the question. The rules can only cover so much. When you have "playtest" rules, which is what the FC-EY rules effectively are, then they will be even more brief. As such, there will be occasional "holes" in the rules.
When I make a ruling that "fills" such a hole, I sometimes make a mistake. Usually, this requires someone else to point it out.

(Terry and Tony are particularly adept at keeping me in line.) However, in this case, I realized I was trying to apply to fine of a point to the issue, and just needed to take the simpler approach.

Or, in a muuch less complicated explination:
MjWest is always right
If he says a rule should be changed it will probably be so in the next comm, so you might as ell start to play that way early.
