Seawall scenario

My copy of HA was finally disgorged by the Royal Mail yesterday
I'm most impressed, and delighted to have the 'rest' of the fleet.
However, I'm a bit puzzled by the 'Seawall' senario.
What is to stop the defenders from deploying in a tight little group 1-2 hexes apart around the base? They 'know' that's where the two Hydran ships are heading, and 10 overloaded disruptors and six ESGs will probably settle the issue, with phasers and tractors left over to mop up any surviving fighters.
If the defenders had to start on the left-hand map panels it might make for a more dynamic game.
