Federation Commander

A question, if you would humour me: Are there any rules for having X-tech particle cannons for my tholian X-ships? (I know Seltorians never got X tech, but I've always liked the idea of the tholians keeping the particle cannon once they got here, just for a bit of variety amongst races, too many dizzys floating around as it is).
