Andromendan HET questions

The rules on HET as written I believe allow an Andro to declare a HET each sub-pulse and even if they don't execute the HET they still spend the energy. This allows for some abusive battery emptying!

A simple change that stated Andro non-HETs didn't cost power would allow them to declare HET every subpulse but only use them when advantageous to gain a manuoever advantage.

Subsidary question could Andro sat ships in a hanger play for a HET.

IIRC (not got my rulebook with me), Andromedans can HET without having to announce it first, like Hydran Stingers. This makes the 'paying for unused HET' idea redundant because no HET is declared. Power is actually spent if, and only if, the HET actually happens.

This neatly solves the problem of the potential abuse you mention :)

Tony is correct.

The Andros can declare HET's at will... but only spend the power when the maneuver is actually performed.
