Federation Commander

Would the limit of 1 PPD per ship still apply in fleet scale? Or would it be 1 PPD per 2 ships?

I'm thinking that it should be 1 per 2 ships for game balance reasons, but the way the rule is worded, it's 1 per ship.

Right now it is one per ship, regardless of scale. Unless something totally outrageous ends up happening, it will probably stay that way.
