Do rear plasmas on ISC ships count toward the 6 seeking weapon limit if fired in defensive fire? As an example, if a CA has 2 PL-S already launched plus a suicide shuttle, is it limited to firing 3 PL-F against impacted drones during the impulse?

Plasmas are self guiding and do not count against the Seeking weapon control limit.
