Asteroid movement Cost? What the what???

I am looking at the rules for black holes. In 6G3b (radiation burst) it says that an asteroid entering a black hole emits radiation base on its movement cost.

First, is that 16 x movement cost, like for ships.

Second: Do asteroids have movement costs? If so, where are they and what are they.

Based on (6B5e) a medium asteroid has a movement rate of 8. That would be a damage burst of 128.

Since 128 is so close to the "moon" damage of 144, just treat a large asteroid like a moon.
