Has there ever been a listing of the weapons options for Frax Bases and generic ships like the Planetary Defense Monitor?
If so, where has it been listed.

It was part of a project Petrick worked on for a while until other concerns cropped up and forced it to the freezer.
Basically, the Frax are easy: just use Klingon bases and auxiliaries, but remove any security stations. And that's pretty much the whole story.

Sure.
For Federation Commander, the answer is even easier: Just use Klingon bases and Auxiliaries. (No note about security stations are needed, as there are none!)

Just a (perhaps stupid) question: why not use Kziniti units?
I know that the Frax were designed by the Klingons, but I thought that they were supposed to mimic the Kzinits in some way (the whole "hostile takeover of the 'northern' 1/6th of the Empire" thing).

Nope.
The (original) point of the Frax was the weapon arcs they used (i.e. the FX/RX disruptors). Except for that, their armament is pure Klingon: heavy on the disruptors, with drones a pure secondary weapons. Since the FX/RX arcs don't mean anything on bases and auxiliaries, you only need to consider the weapons mix. So, the Klingon bases and auxiliaries are the best (if not perfect) fit.
The Kzintis are either drone heavy, or at worse, 50/50. That doesn't fit the Frax weapons mix at all.

OK. Thanks Mike!
Hmmm. I'm going to have to track down that reference now.
