Scouts

Since we don't have Scouts in Starmada at the moment I made up some rules for Scout channels for starmada. This is the purely combat role since I highly doubt all the cool stuff you can do in SFB will be needed.
I made the Scout rules slightly complicated but since the limit should be only one (as S8.35 of SFB states), it shouldn't be a problem to keep track of scout channels.
