A little more background ...
The Frax are a "simulator empire". This means they don't actually exist in the SFU history, but are rather an "imaginary" enemy. They were created by the Klingons for dissimilar combat training in their academy.
When originally introduced, they were modeled on modern naval ships, and therefore had their weapons split between the forward and rear arcs. Their heavy weapons and main phasers made heavy use of the FX and RX arcs. (Which is where their name comes from.) They did not use any new technology, but rather used disruptors, phasers, and drones, just like their Klingon creators.
As they developed, two additional aspects of modern naval combat were added. The first is the "AFD", or "anti-fighter defense". This system combined a Ph-G with an ADD-12, but could only fire at fighters and seeking weapons. The second was the introduction of 'submarines', which were ships that could operate and fire some weapons while fully cloaked.
In the simulations, the Frax were located along the very 'northern-most' provinces of the Klingon Empire, right along the Klingon-Kzinti border. The Frax were a satrap that would then rebel against the Klingon empire. This provided a grand campaign that would be played out annually in the Klingon Academy.
One interesting thing is that, like all simulator empires, there is no species, race, people, or culture attached to the fleet. None of that matters, as they are just a hostile fleet, and no one ever designed such information on the Frax.

Were their ships considered "Police" vessels like the Vudar until they rebelled (each year)?

No, they always had a full fleet. Maybe "satrap" wasn't the right description. Regardless, they always had a full fleet.
Again, they were "simulator". They didn't have to fit perfectly, as they we just an excuse to have a fight.
