Hit and Run attacks vs. PA Panels - clarification request

Rule (3G7b) says that, "Hit-and-run attacks through a down bank can attack a bank (not a panel) ... [if any raids] ... disable the target, it is disabled."
My question is, what is 'the target'? Because the raid can only target 'a bank', is the target the 'bank'? In which case, if the raid is successful, is the entire 'bank' disabled, or only one panel in that bank?
I trust you can see the 'discrepancy', in that if you can't target an individual panel, but only a bank, then it's the bank that should be destroyed - but isn't that a little harsh (on the Andros, I mean!)?
