Plasma Torpedo warhead strength

I always thought that FC plasma warhead strength was an average of 4 hexes of SFB warhead str based on the impulse number. So 1st impulse would be the average of the first 4 hexes in SFB, 2nd imp would be the average of hexes 5-8, and so on. It would make a lot of sense.
When I take a look at the SFB chart, it clearly isn't the case. If you took the 4 hex averages, then a PL-F for example would be:
20 16 12.5 3
vs
20 16 10 4
All other plasma torpedoes have similar discrepancies from SFB to FC using this averaging.
Does anyone involved in the playtest of FC plasma know why the charts are off? Was there another formula to convert SFB to FC?
