Webs and pulsars

Does web block the effects of a variable pulsar? I know it blocks weapons fire, but does the pulsar outburst count as "weapons fire"?

I am just going to pull the SFB rule straight forward.
A web will not block the effects of a pulsar, but the strength of the blast is reduced by the strength of the web. So, if the web is at strength 10, and the pulsar blast is 20, then anything behind the web only takes 10 (20-10) points of damage.
And, of course, web may not occupy the hex of the pulsar. If a web were to be cast such that one of the web hexes was in the pulsar hex, the whole cast web will fail to form.

Reference Rule Book page 79.
2. Protection: Web hexes do not protect ships from damage caused by terrain in the same hex (or from other hexes). Webs do reduce the strength of explosions and pulsar bursts by their own strenth (i.e., a strength-10 web reduces a 15-point pulsar burst to five points of damage (6E2).

Ok question I may have wrote my tatic article wrong. Is the Pulsar Burst reduced by the web strength for each Web Hex it travels through? Specificly a Ship in the Shadow of a Globular Web would it reduce the pulsar burst damage for both web hexes it passes through or just once for the web itself?
