Distant Kingdoms: Moray Eel/ Fighter Card...

I was wondering what the fighters on the back of the Moray Eel card are for? I've looked through the fighter rules in DK, but didn't see anything in particular about the use of that card. Can you put extra fighters on Hydran Ships?

No, you cannot overstuff ships, but there are always cases where you can use Hydran fighters (bases, ground bases, off map ships sending strikes).
Mostly, we just couldn't stand an empty spot.
