Does a Phaser have to be in the arc appropriate to the shield a seeking weapon hits?

So, if a drone impacts the #4 shield, for a phaser to fire at that drone, it must be able to fire into the LR or RR arcs. If a drone impacts the #2 shield, the phaser must be able to fire into the RF or R arcs.
