Base counter sheets?

Is there a date when these will be available with the game and/or as spare parts?

Within a few weeks or months.
The trick is we have to print the revised NO, the revised IJ, and the new ME at the same time, and the other sheets aren't ready. Figure 4-8 weeks before they're ready, 1d6 weeks before Leanna approves sending the money, and 2-4 weeks for the die cutter to get them done.

I take it that this still has not happened as the F&E store page still has them as not being available?

Correct. The bases will be on the big press sheet with the reprinted NO, the reprinted FO15, and the new ME (Minor Empires).
This week I'm booked with another product line.
The two weeks after that are to do the FO15 and ME rulebooks. Once "done" they will have to "simmer" for a month or two.
We're planning on doing CL51 about August 1st. It is not clear if that big press sheet will happen in May or August.

The F&E counters batch should go to press in an hour or two.
Not sure about turnaround, I'd guess 2-3 weeks before they're on the deck here.

The bases countersheet is now available.
