Federation Commander

I'm contemplating my next "Monthly Fed Comm Expansion" and was looking at Hydran Attack. The product order page says the extra 40 counters are for Boosters 91-95, but there are no Boosters 93-95 in the product range. Can anyone tell me what ships those extra counters cover?

They cover ships that were going into 93-95 but when 91-92 did not meet sales expectations those ships went into other products.
