Tractored drones...

If I tractor a drone which is one hex away from my ship during the "other functions" phase, I can fire on it during the next offensive-fire phase with either phasers or another drone (a real drone, not ADD). Correct?

Yes. Since you tractored it "offensively", you are not under the restrictions of defensive fire. Any of those options are open to you.
