Swarms

I have a question re: the swarm rules (4F) in Communique. This is my understanding of them: If a phaser is fired at the swarm and does 7 pts damage, it takes out one drone and the other 3 pts are wasted - they cannot be applied to a second drone. Is that correct?

That is correct.
Remember, that is exactly what would happen without a swarm. The point of a swarm is to reduce counter clutter, not make it easier to kill the drones.
The differences imposed by a swarm are:
- The defender allocates which drone takes the damage (an advantage for the drone player).
- The drones must move together and must all have the same target (a disadvantage for the drone player).
