So if a swarm consists of two drones, one undamaged and one with two points of damage, and it takes a 2 pt phaser hit, the owner of the swarm is allowed to say "I'll apply that to the undamaged drone," thereby keeping both alive?

Also, if one uses the "Kzinti Steamroller", launching two successive waves of drones that end up in the same hex (one on turn 1 imp 8, the second on turn 2 imp 1), can they be considered a single swarm or must they be considered two swarms?

The "Kzinti Steamroller", by the way, was a tactic in the June Hailing Frequencies newsletter.

Yes, if a swarm has two drones, you may allocate however you wish. So, if you have two drones, one with two points left and one I damaged, you may allocate two damage points to the undamaged drone to preserve them longer. Likewise, if you took a phaser shot of five damage points, you could assign it to the damaged drone so more damage potential is wasted.

For drones to be a swarm, they must be launched by the same ship (or fighter squadron), at the same target, on the same impulse. So, no, since they are launched on different impulses.
