Range 0 combat

Just a matter of curiosity...what was the rationale for making photons and disruptors in FC usable at range 0?

To simplify the game and eliminate special rules that constantly confused new players of SFB.

Well... range 0 is a pretty big area. I honestly assumed the deadzone was just for balancing purposes rather than any technical reason.
