(5H4) explains that shuttles "can skip any impulse or impulses of movement if they wish".
I understand that fighter rules in FC have not been formalized but I was wondering...should fighters be able to skip any impulse of movement as shuttles can?

Yes. Unless there is a specifically contradictory rule in the (5Q) rules, the shuttle rules apply. So, yes, fighters may cancel moves.
Also, the base Stinger rules will not change. The new fighter rules (a preview of which is easily available) are a superset of the Stinger rules, not a replacement.
