The General War would have been longer in coming.
The Klinks got the Roms up and running on warp drive to put pressure on the Feds.
The Roms would have to aquire Warp Drive from somewhere or they'd be boring as hades to play.
The third-gen (2nd-gen?) Roms might have been modular Eagles.

Or more Eagles on the same vein as the KE. Ships like the BH and SNB might have received upgrades or all-out replacements of similar design that could operate at higher speeds.
The Condor might have appeared anyway, as it looks more like an Eagle than anything else (based on the mini). It doesn't share some of the Klingon design characteristics that the Hawks exhibit.
If the Condor was a design that the Roms would have arrived at without Klingon assistance, then they may well have used a heavy cruiser like this during the GW:

Jeremy,
1) No armor? Not that you have to have it just wonder if you had thought about it.
2) A command version would be kick ass. Move the bridge forward and drop in a flag bridge box and add two Ph-1s to the LF/L and RF/R batteries.
If you did want to add armor two on each side of the forward hull group (outside the ship outline) would be good.

The Romulans had two experiences that related to warp. One is the Gorn assault that held back warp production for a long time. Jeremy's ship might have been exactly what would have been produced had the Romulans developed warp on their own when they had the chance.

I take a slightly different view.
The condor is generally considered to be 3rd Gen, hence the boom mounted on en eagle-like hull.
It occurred to me that the Roms might build new construction cast more colosely after the warbird line.
The concept for this ship is a different kind of modular construction. Ships consist of a main body that is composed of a forepiece and aftpiece and any number of "body modules" in between. DDs, CL, and CAs all use the same fore and aft pieces. They simply string together different numbers of body pieces. Rather than have variants that could be modified in the field, the Romulans stremlined initial construction enabling them to quickly build or replace what they needed.
This would be the Sparrowhawk equivalent.

The Eagle II line of ships intentionally avoids the armor of the classic Eagle as that was a holdover from sublight days.
I was consodering a modification whereby Eagle II ships had "trackless balconies". shuttles could land on the wings of any Eagle II ship but there would be no track system to get them in the shuttle bay. They would need to launch again and then land in the shuttle bay.
The wings on an Eagle II are downswept. On CA and larger ships, they mount P-1s. I was considering a single LS/RS P-1 for the Star-Eagle but thought it might be too much.

I do dig the martial eagle, and have actually played it once. Very cool, makes for a nice heavy-type CA. Not quite a CB or CC, but still a good, solid fighter. Considered a mini, once, but never got 'round to it.
I had a take on the "what if" Roms, too...like what the Falcon would have looked like as a regular cruiser-hull instead of a mauler.
There was the R4.?? Falcon, and then the upgraded R4.?? King Falcon.
The FX phasers would be on the bottom front of the hull; further back and they'd make 360's. The others are on the top edge of the hull, right round 2 and 10 o'clock. They would have been positioned in a blatant copy of the Feds phasers; if the Roms couldn't copy the Klingons, they might have chosen to copy the Feds instead in some way.
You know, these various Eagle-types that Jeremy, John and I posted could be part of a fun Cap Log; Roms that never were, or something.

Actually, I suspect she was making a visual pun, as the ship silhouette looks just like a turkey carcass.
This being said, I think the ship is a bit too wacky to be actually viable.
-10 P1/2P3 is a lot for a Romulan ship, considering how historically Romulans tend to be phaser low.
-1 R, 4 Plas F and 2 D-Racks is questionable armament--4 F torps is a strange number that doesn't mach any Romulan design plans, and D racks really only ever show up on escorts.
