It's also hull-heavy. Roms aren't as ight as Klinks (save for the 2nd-Gen) but they are hull-light. I dropped my Star-Eagle to 10 center hull from 12 for that reason.

Ten center hull isn't exactly light, though. That's still a fairly formidible brick, especially considering the KE and WE have only six hull. Ten on a ship of the same size is quite a bit.

If the Treaty of Smarba never happened, would the Romulans have the type S torpedo, I could easily be wrong but I seem to recall they were first used on the KR ships. Then would the GW version WB/WE ships and variants have double R torpedoes, or 1 R and a plethora of F torpedo's, and then refits to include plasma D's. Same idea for Phasers, more phaser 1’s, and then phaser 3 refits.
Would the new mauler have secondary plasma weapons, or stay a mauler /phaser boat, as I don’t remember the Falcon having plasma weapons in addition to the mauler.

Herb,
While I admire the effort you've put forth in your ships, you seem to have some inherrent problems in their design that, I feel will keep them from being seriously considered.
The Center Circle idea is something that currently is not in the game and you will probably have to have that concept approved first before they would even start to look at your design.
Your Butterball Killerhawk is based on a pocket dreadnought that the Romulans built to replace lost dreadnoughts. Only a couple were ever built and I would say that you would be better basing this bird off of a BCH's firepower instead (Superhawk, Royalhawk, Novahawk, KRC). Even compared to the Killerhawk, your ship has comparable Plasma, more Phasers, doesn't suffer from shock and has an incredibly low cloak cost, all while being cheaper in BPV.
Your CM is too low in BPV. It's capabilities are closer to the Firehawk or K7R and can cloak for much cheaper than both. Your shileds also greatly surpass both those designs.
Just because the Romulan's can realize their ship's shortcomings, doesn't mean they can do much about it. And picking a late YIS is the most overused excuse on this board to go overboard (the most common being Y194+).

Without a technology trade, I can't see anyone other than the Romulans having mauler capability. Unless the Klingons were to capture a ship and study it.
The Federation would probably still have had to enter the war against the Klingons if it was attacked, but it should be able to supply more forces to the fight, perhaps a third of what was on the Romulan border, if the Romulan ships are still behind in technology.
