One of the other things to consider is that the Veil and masking devices are stated as being warp incompatible, and that the cloak wasn't invented until ~Y140-145 (IIRC, don't have my Y1 with me).
That would make any help with warp that anyone gave the Romulans before then kill their ability to cloak.
