LDR never get Mauler Tech.
At the time Maulers come to Lyran space, the LDR were negotiating with the Hydrans for neutrality in upcoming conflicts (ie: the GW.) This is how they got Ph-G's.
After words, the negotiations would be something like this:
LDR- We want Mauler Tech
Lyran- We want your Phaser Gatlings.
LDR- We could give you one quarter of our yearly shipment for 1 mauler.
Lyran- No. We want all of them.
LDR- All the shipment! Outrageous! Mabey for half the shipment.
Lyran- You misunderstood, we want ALL your gatlings.
LDR- Never!!!!!

Alternately, the secret of the LDR maulers never was told before. Perhaps to apologize for one of the border incidents.
Besides, the IDEA of a MPK is just too funny!
The Klinks could build an E4 version and then there would be a complete set!

Alternatively, put a mauler in a Snipe. You'd get, what, 4 batteries? The Romulans are stupid enough to try it, on the assumption that a Snipe is no good for anything else.

Honestly, we could do a "conjectural Lyran Democratic Republic War Cruiser Mauler." But as the only difference would be replacing phaser-3s #5-#8 with phaser-Gs, increasing the BPV by eight points (the phaser-2s are already upgraded to phaser-1s on the Lyran Single-Tooth Jaguar) and doing the other cosmetic changes (LDR rule number, possible change to the Year in Service Date on the Crawford Table, and etc.) there seems little point.
As to background. A Lyran Single-Tooth Jaguar came in for repairs and the LDR technicians gathered the specs and it was created in the LDR simulators. Or the LDR violated their agreement with the emperor and stole the ship while it was being repaired, but ultimately had to return it (without the phaser-Gs of course). Or the Empire offered the ship in an effort to entice the Republic into joining the war on the Coaltion's side, or offered it in an effort to insure the Republic would remain neutral and not shift to support the Alliance when the Coalition had been driven from all its captured territory, Romulus had been burned to the ground (however regrettably accidental it was) and Alliance raids were striking into Coalition space).

The last one actually makes sense, except at that point it's not really special as (at least in F&E) X-ships used the mauler rule.

Depends on the year. X-ships generally start showing up in (initially appearing in Y180 but not enough to have any strategic effect) Y182 in any numbers, but Alliance borders were generally restored by Y179 (the Hydrans would take back their capital in Y180 and clear most of their space by Y183, except for what the Vudar held). So the offer might have been made in Y180 or Y181 when X-ships were not a big deal, and the Hydrans were driving the Lyrans and Klingons from their space.
