No carrier escorts, no narrow salvoes. Confirmed.
Every non-Fed/non-Hydran carrier escort generally isn't worth the points. Every Fed/Hydran carrier escort will get 'borrowed' for 'a little while'.
So, we just eliminated carrier escorts entirely. The game seems to be working fine.

Well, I cant find the little blurb where it specifically says the one allowed BB may not be replaced but the relevant rules for the BB's are on pg 11 of the DboM rules.
(DBOM4.342) BATTTTLESHIP: Each empire may buy one BB, regardless of whether the BB is “CNJ.” Races without published BBs cannot build one, and gain no benefit from not being able to do so. The Klingons may build a B11 with their Battleship slot.
That is the rule for them, but i could swear that I was told if your one BB is lost you may not purchase another that DN's and or large CNJ units are the only replacement you can have. And you could have built an inferior B10 knockoff, but it would have been the one.
For example the klingons can take a B10 or B11, cant as i understand it take the B11, then replace it with a B10 after the B11 is destroyed. On the bright side there are some nasty DN's in the romulan fleet.
If im not right the other Ken can correct me, but I could swear ive been told that a BB lost means no more BB for your empire due to the restriction in (DBOM4.342), I do think if thats the case it could be written a bit more clearly in the rules.

(DBOM4.343) Each player’s navy may have one CNJ unit in additon to the BB. The CNJ unit must be approved by the Overseer before purchase. There is no hard and fast rule about what CNJ units are or are not allowed, but use common sense. A player may have a different CNJ unit by scrapping (or losing) the previous CNJ unit and then building a different CNJ unit, though the new CNJ unit must still be approved"
Since this rule states that if you lose your CNJ unit, you can build another, but the BB rule above does not, it looks like the Roms do not get another BB to intimidate their foes with.

We have a resolution to the last battle, and the map files are updated.
Peter Thoenen: Pick one of the ships in HP-02 and give it one of the "Key" upgrades. You get the choice of the ship and the upgrade. Remember, two ships in the same fleet may not have upgrades. I also need to know (within the usual rounding rules for DbOM) how much BPV is left in HP-04. I currently have it at 300, but that may be wrong.
Peter and Troy both get to 'build in place' - since we don't have records of Benoits and Glenn's fleet.
This must be done by February 1. Email me the work sheets.
Ken Apel gets two "build in place" credits - good for two fleets - usable this build phase or next, or they go away. The credit allows him to reconstitute a fleet (changing what units are in it), keeping it where it is, but not changing its "on map" BPV.
Fred Kreller and James Bunker each get one "build in place" credit with the same abilities and the same terms of use (and expiration dates).
Once all "build in place" sets are done, I'm going to ask everyone to re-enter their fleets in the latest sheet and email them back to me.
Once I have all six fleets backed up here, we do ballot measures.
I'll post the ballot measures when I have fleets back in.

All: My orders are in, I didn't change any of Benoit's fleets. Still don't understand turn sequence completely but will figure it out.
Also I think we are up for voting this turn. Can somebody provide a list of proposals to vote on?
I would like to propose the following:
Proposal 1: Assault Fighter hot-swap
Reason: My dilemma here is even though the Peladine made plasma fighters, they seemed to only deploy them on the CVA and larger ships. Given they are a drone/plasma race you would think they would have followed the 50/50 rule on any ship two or more squadrons.
Details: I propose to let HYPE (ja this is biased ;) trade Piranha 1's for Piranha 2's on a squadron for squadron basis with no more than 50% being Piranha 2's. If we want to extend this to all races (other than hydrans) I would propose that any racial carriers can field 50% "assault" fighters switched out on a squadron by squadron bases with the first squadron being the non-assault fighter. I am defining "assault" fighters as the heavy weapon fighters (A-10's, disruptor fighters, plasma F's, etc etc). This would not be mandatory, if you wish to keep your historical racial load out that is fine. This rule would only apply to true carriers.
Question / Proposal 2: Heavy fighter hot-swap
Question 1: Is rule J10.111 in affect?
If not, Proposal 2:
Allow J10.111.
The reason I ask this last one is I seem to recall a big brouhaha about this rule with ADB revising the rule as written post-MRB. I don't remember if it was changed on the BBS or a Captains Log (or maybe I am misremembering)

Peter: The problem with your first proposal is that it theoretically opens up Hydrans to having 50/50 Stinger 2 and Stinger Hs, if that's treated as an extended precedent.
Can you live with 1/3 of your fleet being Pir-2s to avoid establishing a precedent?

Here are the two mandatory agenda items:
1) Increase YIS by one year?
2) Increase fleet caps by 50 BPV?
There is a third item that I would like to do, to reduce MY workload.
I would like to discuss using the TAoC ship buy system, but I don't expect there to be enough votes to cover it.
I would also like to discuss allowing web generators in the game, but unless someone has a set of VERY good suggestions for it, I am going to recommend saying 'no' (and would recommend that James Bunker does the same thing for TAoC. The more I look at trying to make laid web work, and the more I think about it, the more I thin it would give me an overwhelming advantage in TAoC that would suck the fun out of the game.)
I have no problem with allowing J10.111 provided that it does not permit unlimited deployment of F-111s/F101s for the Feds. I don't have the rule in front of me - if someone can dig up the discussion I will make a decision based on it, with my biases going towards 'allowed'.
