In 15 years of contact with the neighboring races the Concordium has learned that this entire sector is infested with degenerate empires, and greedy federations of planets, none can be trusted, most are insane by our standards.

Since the first observation of the Romulan fanatics and there Gorn enemies we have fortified the border of the ISC, and now the time has come to bring peace to this galaxy gone mad.

The plan was for the war to begin in Y176, but when fleet command learned that free SFBOL time could be won for fighting early DD Squadron 22 was detached from its CC 05-Concordance Flagship cruiser and given sealed orders, and a convoy of 6 Freighters to escort.

For the 9 ships assigned to operation “Crusade” the great war of pacification started a little early, and may get a little freaky with Soludra in the contest.

Once you know your empire and ship selections please send them to me including ship type, ship name, refits bought, drone and fighter purchases, and total BPV spent. So for example an LDR squadron might look like this:

I think the Kzinti are a legal race no matter how the rules get twisted, analyzed or dissected !

Commander's Options campaign rules:

The ONLY items that can be purchased with COs are the items listed in Annex 6 under the follwing sub-headings:
1. Mines carried on ships
2. Weapons, Fire control, misc. items
3. Crew and marines
4. Drones- ONLY speed upgrades IF you are in a scenario where fast drones are available but not yet in general use (Y178-Y179)
5. Fighters and shuttles- substitute shuttes or upgrade to advanced shuttles ONLY
6. Drogues

Keep in mind that all rules specific to the allowed items still apply; NSMs can only be purchased by certain Romulans, no more than 10 extra boarding parties, advanced shuttles only available in certain years, etc.

Drone rules:

All ships with drone racks come with type-1S drones. These can be upgraded (or not) in accordance with the availability restrictions in FD10.6 and the rules on each drone type. The upgrades must be paid for with BPV.

The only exception to this is drone speed upgrades in scenarios where a faster drone speed is not yet in general use. For purposes of this campaign that would only be in Y178-Y179 when fast drones were available but not yet in full use.

Frank I know you like the plasma races id be fine with Kzinti, or LDR even.

I plan to change next session to some other empire, but if you would prefer a plasma race your welcome to take the ISC, there is plenty of time to make a new squadron.

So I'm correct in assuming that Commander's Options (i.e. t-bombs, marines, and drogues) will be purchased at the start of each scenario after knowing the scenario and the opponent, yes?

Rule 6 covers replacement of expendables and repair and the free replacement ship.

6.0 REPAIRS AND RESUPPLY: Within each phase, squadrons can resupply twice per phase. This restores all drones, shuttles, mines, etc. to all ships in the squadron. Between each scenario all ships can repair all shields, all control boxes, all damage control, and all sensor and scanner damage plus an additional number of boxes equal to three times their damage control rating.
Once per phase a single ship can be replaced at no cost. The replacement can be any ship that fits within the ship selection rules and does not have to be the same as the ship being removed. For example a Federation squadron of 3xDD could swap out one DD for an SC using this rule. The replacement ship stays with the squadron for the remainder of the phase. This may be done either to add a needed capability to the squadron, to replace a crippled or destroyed ship, etc.
Destroyed ships can be replaced between scenarios as often as needed but will cost the player 100% of the ship BPV as lost victory points. Note that this only applies to destroyed ships; a player cannot simply exchange one ship for another at will (with the single replacement exception noted above).
Expendables and commander’s options can be changed between each scenario

So I think your right you can change CO for each battle. But is it before or after you learn the empire you face?

Another question about CO's (mostly 'cause I don't use them much :-)

Does the shuttle section (5) allow for swapping up to GAS/HTS if needed, or hypothetically, the Feds and Gorns swapping for F7/G7s? (Those are the weird shuttle/fighters that were specifically designed to swap into shuttle slots on an ad-hoc basis).

What about resupply of PPT torpedo's?

Is that done every scenario, or only 2 times in 4 games.

You have drones replenished only with a resupply so probably same for pseudo plasma.

Clarification to rule 6.0:

Expendable resupply (drones, ECPs, shuttles, fighters, and anything bought with Commander's Options) can be resupplied twice per phase. The configuration of the expendables can also be changed at the same time. So if you decide you need probe drones for a monster scenario, or more BPs and less t-bombs, you can do this at the same time you resupply.

You will know the details of the scenario before the decision to resupply and/or change expendables is made.

This all operates independently of technology upgrades that become available in scenarios that take place in later years. You can always take advantage of these assuming you have extra BPV to pay for them and it is not considered part of your expendable resupply/reconfigure process.

LOs are always part of the force. They can never be bought with COs. That's the difference between Annex #6 and Annex #6a.

The DoT is proud to report that 6 vessels have been prepared for the BEST operation, and will provide 10 000 units of cargo capacity. Additionally 80 DoT mercantile crew have been screened by Department of Isolation staff and approved for deployment outside the Holdfast.

The Bureau of Alien Contact's success in securing a contract with the privately managed Human enterprise Halifax Starship Inc. to supply the Holdfast with Freighters in exchange for surplus minerals has made this commitment possible. This relationship also provided the means for the original, clandestine, delivery of Federation photon torpedo technology.

The DoT has for some time now been tasked with refitting these vessels for operations by our crews. We also have modified many of these ships to serve in the Tholian Security Services as web tenders. Despite the many demands placed on our supply of freighter hulls we have taken advantage of the current conflicts to release these vessels for the BEST operation:

The Bureau of Alien Contact was able to convince the private owners to lease these ships to us for the duration of the federations conflict and allow us to refit them to meet our life suport and shuttle requirements.

We will respect the owners request to maintain the ships names as they are in tribute to a folk icon of the constructors native area. The Department of Isolation's concerns over “Cultural Contamination” from such an agreement was overridden by the Assemblies concern that such small details not interfere with the operation.

The DoT hopes that the Holdfast can once again resume it's relationship with Halifax Starship Inc. to provide much needed vessels for both internal transportation inside the Holdfast as well as auxiliaries for the Tholian Security Services, and The Bureau of Border Integrity.

ISC Ministry of Science Announces

Transfers 3 of its top scientists to Destroyer squadron 22 just prior to departure all are legendary.

This increases the ISC Squadron to 324 BPV
