A PFG has three crew units accounting for its minimum crew (K1.3), which is three crew units, and which includes [under (K1.3)] one "self-defense" boarding party that is not part of the "10" boarding parties it carries as passengers [as explained in (R1.PF3)]. As provided in (G9.31) two boarding parties equal one crew unit, thus 10 boarding parties is five crew units.
So a PFG lists eight crew units in Annex #3B, three of which are the "minimum crew" required to operate the PF under (K1.13), and five of of which are the ten boarding parties of passengers as provided in (R1.PF3).
The Borak Tug is found under the entries for the CA (eleventh entry between the SRC and the CCX).
The Borak YTug is found under the entries for the YCA (third entry between the LCA and the LTG).
Such a listing is not unusual. See the entry for the Romulan Freight Eagle (listed under War Eagle), Hydran Caravan (listed under CA), Lyran Cougar and Puma (listed under CA), Tholian CPC (listed under PC), Seltorian tug (listed under CA). The Borak Tug comes off as a CA unless it is carrying a pod or pods at which point it might still (for deception purposes) be a CA dragging a pseudo pod (G14.65).
So the Borak tugs as currently designed are properly listed and do not need a separate listing, unlike say the Federation tug which is pretty much unique in its design compared to any other Federation ship, or the Klingon T6 and T7 tugs, or the Romulan KRT, or the Kzinti TGT and TGC, or the ISC tug, or etc.

Question on the directional damage of mega-phasers. Normally on small ground bases emplaced on a asteroids weapons have a 360 degree firing arc. Does the owning player have to state what direction the base is facing on the asteroid?

Please ignore the (YR1.1-RB100) Early Megaphaser note. I found a note that states the Early Megaphaser YIS is the same time as the W-Era ships (Y63).

That box is an embarrassment and failure on my part. It is clearly an artifact left over from when I was trying to assemble the SSDs and can be ignored.
As to the note, a quick check of Module K shows every PF SSD has lacked such a note as the shield refit is pretty standard and explained in the PF refit rule, and it is the only refit that applies to PFs prior to the "Sabot" refit (which you can just imagine how much I am looking forward to adding to all of the plasma PFs).

I've played the Borak a couple of times now using the CA. I liked it quite a bit. To begin with, the turret can really make the Ph-M's very flexible, and dangerous. But it does take a bit of forethought and planning in regards to where the turret is facing as well as where and when you plan to turn the ship itself. If you can time it correctly it allows you to get a shot in and a quick turn to take the Ph-M's out of arc and have them protected. In addition to that, a turret that has been rotated to the rear can make it expensive on the opposition that is trying to chase after you. And it is a very cost effective weapon.
Having the whole weapons system tied to the capacitor offers a lot of flexibility but one needs to be careful in managing it wisely.
That brings me to the Ph-C's. A lot like a Ph-G but better overall. First, inside of R3 it is going to do as well and probably better than the Ph-G on average. That can be a benefit of course against another ship but also tough on the larger drones. Secondly, with the ph-1 refit it has the ability to reach out and touch you far beyond the capabilities of the ph-G. Not as cost affective but the trade offs can be instrumental.
Really, it has some nice characteristics. Ph-M for longer range, ph-1's for close/medium range and ph-C and ph-3's for close in knife fighting.
In our two duals I didn't have a terrible time getting the ph-M's into the correct arc. You need to be careful with it and timing and range are important, but that is the flavor of the ship.
I'd like to see it at least get a couple of APR's however. It doesn't need to be in the 36-40 power range like other CA's, but a couple, bringing it up to 32 would be advantageous.
In both games I used the fighters in defense close to the ship rather than seeking SS's. That worked well and extra phasers are never a bad thing.
I would play this ship/race again without hesitation even if left as is. But did I mention a couple of APR's would be nice
