There was an earlier discussion regarding the Throne's cloak. The explanation favoured at the time was that the "cloak" was a functionally equivalent system uncovered from some ancient wreck (or set of ruins), akin to how the "phaser-2" used by the Andromedans is not technically a Ph-2 in-universe, but is more or less equivalent to one in game terms.
